The basic certificate belongs to the employee's service record. Issue it promptly and do not hold it hostage to clearance, final pay, waivers, or a dispute.
Use the true request date, even if issuing late. DOLE expects the certificate within three days from the request.
If more than three days have passed since the request, issue it now anyway. A late certificate is still owed; the checklist will flag the delay.
